Move Permit: Step 5

Gather the information, submittal documents, and required permit(s) listed in the sections below:

ALL MOVE PERMITS

The items listed below are required for all move permits; each class of move permit has additional requirements:

Route Map: An aerial view map highlighting the route clearly showing the starting location (originating destination or initial street/road entrance into Kirkland) and ending location. This may be a copy of a map from the Thomas Guide, directions from MapQuest or Google Maps, or any other program that clearly shows the requested route. The Move Permit applicant shall drive the route prior to application of the Move Permit to determine impact to trees or bus shelters. 

  • Routes that involve local access streets with parking need to be identified on the route map. Any routes involving these types of streets need to be evaluated for temporary no parking restrictions to help facilitate the move
  • In the event parking restrictions are required, the applicant must place parking restriction signs at least 24 hours prior to the move.
  • If trees on any public or private property in Kirkland could be adversely impacted on the route, the route map shall clearly note the location, type, and size of trees along with tree fencing and other tree information as outlined in the Trees and Development section of the Tree Page. See more information on the Tree Plan below.

Site Plan (Tree Plan): If trees on any property in Kirkland could be adversely impacted, at the starting or ending locations, a site plan shall be provided that clearly notes the location, type, and size of trees along with tree fencing and other tree information as outlined in the Trees and Development section of the Tree Page.

  • If trees at the starting or ending location could be severely impacted, a qualified professional arborist must aid in development of retention plan. 
  • If there is an associated building permit for either starting or ending locations, the applicant may provide the approved tree plan from the building permits. Class 1 and Class 2 Move Permits require a building permit, see additional requirements below.
  • Call 425-587-3600 and ask for a Planner to obtain more information.

Certificates of Insurance: A $1,000,000 Commercial/general Liability Insurance Policy certificate of Insurance must be submitted naming the City of Kirkland as an additional insured. The insurance will provide coverage for each occurrence against claims for injuries to people or property damage which may take place while the Move is completed.

Cash deposit or bond: A minimum $10,000 cash deposit or bond for property damage incurred en route (for all moves when three or more threshold dimensions and/or weights are exceeded). Additional cash deposits or bonds are required for specific types of moves, see class specific submittal documents below.

  • Cash – Property Damage Security Agreement
  • Bond – Move Property Damage Bond

Proof of notification to King County Metro Transit System Impacts Group regarding the move.  In case there is a need for bus re-routes, road closures, and potentially bus layover changes, these sorts of detours and bus shelter removals require 2 weeks’ notice. CLASS 1 SUBMITTAL DOCUMENTS

Submit the items below for any move permit where the structure originates outside of the City of Kirkland to a destination within the City of Kirkland:

All move permit submittal items listed in the All Move Permits section above.

Cash deposit or bond: A minimum $5,000 cash deposit or bond if relocating into the City of Kirkland. 

  • Cash – Property Security Agreement
  • Bond – Move Performance Bond

A separate Building Permit must be submitted to install the structure onsite or if a foundation or ADA compliant construction is being constructed. The building permit must be issued before the move permit can be submitted. Please keep this in mind when creating your move timeline. 

Prior to applying for the move of a pre-fabricated structure without an L&I label, an inspection of the building by a City of Kirkland Building Inspector must occur. The inspector will provide a written list of corrections that must be taken care of prior to submitting a Move Permit Application. CLASS 2 SUBMITTAL DOCUMENTS

Submit the items below for any move permit where the structure originates within the City of Kirkland to a destination also within the City of Kirkland.

  • All move permit submittal items listed in the All Move Permits section above.
  • Cash deposit or bond: A minimum $5,000 cash deposit or bond if relocating into the City of Kirkland. 
  • Cash – Property Security Agreement
  • Bond – Move Performance Bond

Prior to applying for the move of a pre-fabricated structure without an L&I label, an inspection of the building by a City of Kirkland Building Inspector must occur. The inspector will provide a written list of corrections that must be taken care of prior to submitting a Move Permit Application. To schedule this inspection, call 425-587-3600 and ask for a Permit Tech.

A separate Building Permit must be submitted to install the structure onsite or if a foundation or ADA compliant construction is being constructed. The building permit must be issued before the move permit can be submitted. Please take this in mind when creating your move timeline. 

A separate Demolition Permit must be submitted for any demolition work including to deconstruct all or part of the structure, removing skirting, disconnecting utilities, or demolition of a foundation. The demolition permit must be issued before the move permit can be submitted; please take this in mind when creating your move timeline. 

Disconnect from water, sewer, and/or septic. If the structure to be moved is connected to Kirkland water and/or sewer or located on a septic system in Kirkland. The steps will need to be completed. 

  • Pay the final utility bill and arrange to have the water meter pulled before the move permit is issued. Use the Kirkland-Public-Works-Water-Meter-Pull-or-Disconnect-Request.pdf(PDF, 170KB)  and submit to Public Works from processing. Allow 1-3 business days for processing after the requested date indicated on the form.
  • Arrange to have the side sewer capped or septic system retired before the structure is moved. Request a Sewer Cap or Septic Tank Abandonment inspection through mybuildingpermit.com under the required demolition permit.

 

CLASS 3 SUBMITTAL DOCUMENTS

Submit the items below for any move permit where the structure originates within the City of Kirkland to a destination outside the City of Kirkland.

  • All move permit submittal items listed in the All Move Permits section above.
  • Prior to applying for the move of a pre-fabricated structure without an L&I label, an inspection of the building by a City of Kirkland Building Inspector must occur. The inspector will provide a written list of corrections that must be taken care of prior to submitting a Move Permit Application. To schedule this inspection, call 425-587-3600 and ask for a Permit Tech.
  • A separate Demolition Permit must be submitted for any demolition work including to deconstruct all or part of the structure, removing skirting, disconnecting utilities, or demolition of a foundation. The demolition permit must be issued, inspected, and finaled before the move permit can be issued; please take this in mind when creating your move timeline.

CLASS 4 SUBMITTAL DOCUMENTS

Submit the items below for any move permit where the structure original location and destination are both outside of City of Kirkland, but move route passes through the City of Kirkland.
