A Kirkland contractor is planning in late April to begin upgrades to the water and sewer mains beneath Eighth Avenue West, between Market and Fifth streets. 

In Depth Excavation, LLC., will also upgrade the water and sewer mains along two blocks of 5th Street West, between Eighth and 10th avenues west.

To install the new water main, In Depth Excavation will be using all of the City’s right-of-way, including sections along residents’ yard frontages. 

This means crews will be removing everything within Kirkland’s right-of-way, including vegetation, retaining walls and walkways.

The contractor will restore those areas before completing the upgrades in November. 

Kirkland’s contractor, not yet hired, will work eight hours a day between 7 a.m. and 6 p.m., Monday through Friday, from April to November. 

To prepare the work site for the water main upgrade, Kirkland’s contractor will remove everything within the right-of-way, including vegetation, retaining walls and walkways, which help form the frontages of residents’ yards.  

  • The work will require the contractor to dig trenches along Eighth Avenue West and Fifth Street West.
  • The contractor will repave disrupted sections of street at the end of the project.

When is the contractor working?

In Depth Excavation, LLC, is planning to work from 7 a.m. to 3:30 p.m., Monday through Friday, starting April 29.

 

The contractor plans to complete the upgrades in December. 

Will I be able to park on the street in front of my house?

For many residents, the answer is 'sometimes.' For some, it will be mostly 'no.' The contractor is planning to stage its equipment on Eighth Avenue West. The areas where the contractor is initially planning to stage its equipment and materials are illustrated on this document.(PDF, 2MB)

 

Staging areas and trench locations will shift regularly, however. As such, available parking areas will also shift. The contractor will mark areas that are unavailable for parking with 'No Parking' signs and traffic cones. 

How will the project affect my landscaping?

The map above illustrates how the project will affect each property along Eighth Avenue West and Fifth Street West. 

 

The pink boxes indicate the approximate locations of the lateral trenches the contractor will dig to connect the main pipes to homeowners' service pipes.

What are the edges of the City's right-of-way?

CHARTICLE-right-of-way.png Reconnecting the upgraded water main to residents’ homes requires Kirkland’s contractor to work in portions of the City’s right-of-way that many residents have landscaped as part of their yards.

 

To achieve this, the contractor will remove residents’ landscaping elements and dig trenches up to the private property boundaries.  

 

The contractor will restore landscaping elements during construction. 

 

The City’s right-of-way, depicted on the map at left, includes everything between the red lines.

What is the contractor's work path?

In Depth Excavation is planning to begin the sewer main upgrade at Eighth Avenue West's intersection with Fifth Street West. Under current plans, the contractor will install the sewer main along Fifth Street West before returning to Eighth Avenue West, where it will progress eastward from the Fifth Street West intersection toward Market Street. After installation of the sewer main In Depth Excavation will begin installing the water main at Eighth Avenue West's intersection with Market Street and working downhill to the northwest. 

The contractor plans to trench one block at a time. Crews will cover the open trench on weekends and during non-working hours.

Will the Stores to Shores Greenway and the water and sewer main project be in construction at the same place at the same time?

No. In Depth Excavating and Trucking expects to be working near Market Street in July and August. The Stores to Shores Greenway project doesn't begin until September--at the earliest.
