Kirkland, WA – On January 23, 2020, Kirkland Police released information about a shooting where police had been dispatched on a call of a male reporting he was shot outside his residence in the 10700 block of Ne 143rd Pl. Officers arrived in the area and contacted the adult victim at a nearby neighbor’s house where he had ran to.  The male had a single gunshot wound and was transported to Harborview for treatment. The victim reported a male suspect had shot him and then fled on foot. Despite police efforts that night by setting a perimeter and conducting two K9 tracks, the suspect was not located. The victim was later released from the hospital.

In late February, Kirkland Police Detectives were contacted by the shooting victim’s girlfriend who reported her ex-boyfriend was stalking her. Kirkland Police Detectives removed a tracking device from her vehicle and placed it on a police bait vehicle. Her ex-boyfriend, Zachary Rudland of Everett, was taken into custody when he showed up at a motel where the police bait vehicle had been parked. Further investigation revealed the shooting victim and his girlfriend were both being stalked by Rudland and that he had installed tracking devices on both their vehicles and had shown up at the shooting victims’ residence on the night of January 23rd. Additional evidence was obtained via a search warrant and detectives are still following up on additional leads. Last week, King County Prosecutors charged Rudland with first degree assault, felony stalking, and domestic violence stalking. Rudland is currently being held on $500,000 bail.

Despite the current and significant issues being faced by Kirkland Police Department staff, officers continue to work diligently to provide excellent investigative efforts to assure criminals are held accountable.
